Alibaba to open first cloud regions in Turkey, Finland and Netherlands

Alibaba said it plans to open its first cloud regions in Turkey, Finland and the Netherlands over the next 12 months, Bloomberg reported on Wednesday. The company is adding data centre capacity in the Middle East as well, according to the same report.
Bloomberg's account was carried the same day by Techmeme and by Bloomberg's own account on X, both pointing at the one story. No second publication has the plan, so the country list and the timing rest on a single outlet's reporting.
The 20-gigawatt figure is Alibaba's own and describes a global buildout rather than the three new regions. It may include capacity already running. Bloomberg gave no capacity figure for Turkey, Finland or the Netherlands, and no cost for the three sites.
Bloomberg set the expansion against competition between China and the United States in AI chips and models. That framing is the outlet's rather than a statement from Alibaba, and the report does not say the new regions answer any particular US measure. A cloud region is a company's own unit of account and may cover more than one building.
