arXiv caps preprint submitters at 2 papers a month as volume doubles

arXiv now allows two new submissions a month per submitter, after September brought 40,363 papers, roughly double the 20,569 of September 2024, it said.

arXiv, the preprint server where much of the machine-learning field posts first, now limits each submitter to two new submissions per calendar month and three active ones at a time. It said so in a blog post on Thursday. The policy took effect on 1 October.

The server gave its own counts for the pressure. The site received 9,869 submissions in September 2016, 20,569 in September 2024 and 40,363 in September 2026. arXiv said the surge generated about 9,000 support tickets, and tied the rise to advanced AI tools.

Moderators have seen more thin papers of narrow scope, arXiv said, along with what it called salami papers, single works split into several smaller submissions. Thomas Dietterich, chair of arXiv's Editorial Advisory Board, said a small proportion of authors submit a large number of low-quality papers and consume a disproportionate share of moderators' time.

The post lists some exceptions. Rejected papers still count toward the monthly limit, while papers deleted before the announcement do not. Papers on hold from a previous month do not use up the new month's allowance, and the limits apply to the person who submits, not to co-authors. arXiv said the aim is to spread moderator time out and encourage authors to submit only their best work.
